Coastal Community Action, Inc. (CCA) in Newport, NC is seeking a Chief Financial Officer (CFO)
CCA is a private, non-profit corporation providing a variety of services to a target population of low-income children and families in ten counties in eastern NC, with a mission of empowering them to become self-sufficient.

The successful candidate will serve as a member of the Executive Team working closely with the Executive Director, Human Resources Director and Information Technology Director; as well as the ability to work well with diverse service programs and personalities.

 Essential Functions:

  •     Directing the financial affairs of the agency and prepares financial analyses of operations
  •     Overseeing Agency finances department including banking, billings, collections, cost accounting, financial reporting, budgeting, auditing, and compliance matters
  •     Overseeing government contracting activities, administrative and risk management functions
  •     Ensuring all financial records and systems are in accordance with Generally Accepted Accounting Principles (GAAP)
  •     Maintaining compliance with OMB circulars.
  •     Preparing compliance audits and 990.
  •     Budgeting and  Grant Funding Reporting
  •     Preparing Cost Allocation Plans
  •     Preparing Indirect Cost Rate Proposal
  •     Supervising finance department

A Master degree in Finance and/or Accounting; non-profit grant funding experience; and five to seven years of progressively responsible experience in finance administration is required. Salary commensurate with education and experience. 

EDUCATION AND CHILD DEVELOPMENT SERVICES MANAGER - FULL TIME
This position is responsible for providing exceptional leadership and supervision to a diverse team to ensure effective program performance and requirements related to education and child development services (CDS) component. Works as part of the multidisciplinary management team to conduct planning, execution and evaluation of program services to take into account the social, emotional, developmental, and health needs of children in both center-based and home-based program options. Plans, organizes, directs and evaluates ECD program services to ensure compliance with program, statutory, and regulatory requirements. Oversees child development services to include quality classroom management, developmentally appropriate practices, mental health services, disability’s services, child outcomes, licensing requirements, extensive record keeping, etc.

A Bachelor’s degree is required in Early Childhood Education or Child Development; an advanced degree is preferred. Five or more years of early childhood experience (ages zero to five) and a minimum of three years management experience in a multidisciplinary environment working with diverse professional staff. Advanced computer skills are required to operate software and databases, manage and analyze data, and produce diverse reports. Knowledge and application in the various aspects of Head Start/Early Head Start standards and requirements is preferred. Must possess a strong orientation in ensuring direct report accountability and be an excellent team-builder. Must be able to effectively delegate authority, motivate staff to perform at maximum potential and maintain professional and appropriate relationships at all times. Travel required to all Child Development Centers. Location: Newport, NC

HEALTH MANAGER - FULL TIME
This is an administrative position responsible for program design and development regarding all aspects of the Health Services for an early childhood program with multiple locations. Position is responsible for ensuring that program, state licensing requirements, and Head Start Performance Standards are met. Works collaboratively with Component Managers, Center Managers, and Early Childhood professionals to ensure that the total health needs of children are met. Oversees development and implementation of training, related to early childhood health, for staff, parents and community members. Experience with early childhood health practices, preventative and ongoing treatments of health needs, classroom monitoring, CPR, First Aid, playground safety, child obesity prevention, etc.

A Bachelor’s Degree, Master’s preferred in a health related field with a minimum of two years professional experience in child health. Must be computer proficient and have advanced skills

HUMAN RESOURCES ADMINISTRATIVE ASSISTANT
Provides administrative support such as preparing correspondence, forms, arranging meetings, processing electronic and hard copy confidential documents, and tracking deadlines; Organizes and maintains HRIS, file system, and files correspondence and other records; Answers and screens telephone calls, and arranges conference calls.; Makes copies of correspondence or other printed materials.; Completes monthly and quarterly reports which present information in forms, tables, and spreadsheets.; Assists with sensitive and confidential matters like employee relations, organizational changes, planning and protecting the security of information, data and files.; Assists with processing and maintaining files for Family Medical Leave, Workers Compensation, unemployment claims, and benefits administration within the specified guidelines.; Provides assistance with answering employee benefit questions, orienting newly eligible employees, and processing enrollment forms, and benefits changes.; Assists in maintenance of ensuring up-to-date employee file records by filing changes in employee status, benefits, and salary documentation in timely manner. ; Provides assistance in hiring process activities such as posting jobs, processing applications, arranging interviews, conducting professional reference checks.; Assist with maintaining files and data on recruitment activities, applicant flow, interviews, transfers, promotions, and terminations for compliance with legal regulations.
Requirements:

  • Associates Degree and three or more years’ experience in related field; OR, Any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
  • Must have a North Carolina Department of Health and Human Services criminal record check (CRC) and have a valid Division of Child Department of Child Development and Early Education CRC Qualification letter. Experience with training/coaching adults.
  • Strong multi-task and organizational skills are required, including file management, information sharing, data entry, communications, follow-up, and tracking records.
  • Ability to problem solve, proactively identify, and implement solutions.
  • Must have high level of skill and experience in computer application to operate software and databases, produce reports and spreadsheets, and communicate through e-mail on a regular and ongoing basis.

TEACHERS & TEACHER AIDES HEAD START– FULL-TIME
Responsibilities include: The overall operation of a preschool classroom in accordance with Head Start Performance Standards and North Carolina Child Care Regulations. This includes planning, coordinating, and supervising a classroom environment that promotes each child's total development (i.e. social, physical, emotional, cognitive and nutritional) while promoting positive, open communication with parents and children.
Requirements:
Teacher Aides - CDA or A.A. in Early Childhood (EC) or a degree in a related filed with course work equivalent to a degree in EC.
Teachers - A.A required or B.A. preferred in Early Childhood or a degree in a related filed with course work equivalent to a degree in EC.  NC Pre-K Teachers must also have a Pre-K Add-on or BK Licensure.

HOME VISITOR - Full-Time
Responsible for building positive relationships with infants, toddlers, and/or preschoolers and their families within their home environments by including parents in the development of child and family goals, lessons and activities that promote child and parent learning and development. Responsible for planning with parent’s involvement, learning activities to be implemented during weekly home visits. Develops and provides socializations that facilitate parent-child involvement in learning activities that are developmentally appropriate, culturally sensitive, honor individual beliefs, and promote learning in all domains. Guides and facilitates the learning process to achieve curriculum and parent established goals. Administers developmental screenings and ongoing assessments. A Bachelor’s Degree Early Childhood Education or a related field is preferred with two or more years related experience. Must have knowledge and experience in Child Development and Early Childhood Education; principles of child health, safety, and nutrition; adult learning principles; and family dynamics. Must have training (or have equivalent coursework) in Early Child Development with a focus on infant and toddler development. Must be skilled in communicating with and motivating people. Must have knowledge of community resources and the skills to link families with appropriate agencies and services.

CHILD CARE PROVIDER – PART-TIME
Responsibilities include: providing quality childcare to children ages zero thru four, development and implementation of curriculum and weekly lesson plans, maintaining a daily schedule with a predictable routine, ensuring a healthy and safe environment, and promoting positive, open communication with parents and children. Requirements: Early Childhood Credentials and experience teaching children ages zero thru four. Location: Carteret, Craven and Pamlico County.

BUS DRIVER – PART-TIME

Responsibilities include: providing quality childcare to children ages zero thru four, development and implementation of curriculum and weekly lesson plans, maintaining a daily schedule with a predictable routine, ensuring a healthy and safe environment, and promoting positive, open communication with parents and children. Requirements: Early Childhood Credentials and experience teaching children ages zero thru four. Location: Carteret, Craven and Pamlico County.

HS CLASSROOM FLOATERS- Full-time
Responsibilities include: providing quality childcare to children ages zero thru four. When classroom teaching staff is absent, the position is assigned as a substitute for the duration of the absence. When not substituting, the individual will work equally in each classroom providing additional teacher support to the existing teaching teams. Requirements: North Carolina Early Childhood Credentials, and a Criminal Record Check Qualification Letter from the Division of Health and Human Services.

CHILD DEVELOPMENT CENTER ASSISTANT (CDCA) - Full-Time
Responsible for assisting with center operations as it relates to child enrollment and data management as required by federal and state statutes, and as outlined in the Family and Children’s Services Procedures Manual. *

Requirements:
Associate’s Degree with 3 or more years’ experience in a related field. Experience in childcare or social services oriented environment performing administrative duties. Strong organizational skills are required, including file management, information sharing, follow-up, and tracking records. * Exceptional customer relations skills are required. Must be a team player with the ability to lead and follow to insure that data is managed and shared appropriately. * Computer skills are needed to operate software and databases, manage data, produce reports, and communicate on a regular and ongoing basis.

DISABILITIES SPECIALIST - Full-Time
The content expert for disabilities services and is responsible for providing ongoing monitoring and support for the Head Start (HS) and Early Head Start (EHS) Center and Home Based environments, classroom activities, and outdoor activities to ensure exceptional services and that requirements under HS Performance Standards, Agency and Program Policies & Procedures and, the N.C. Child Care licensing rules are being met.
Requirements:
A Bachelor’s degree in Special Education or Early Childhood Education or related field is required. Two or more years’ experience teaching preschool-age children and experience working with children with mental health or behavioral issues. Must have a North Carolina Department of Health and Human Services criminal record check (CRC) and have a valid Division of Child Department of Child Development and Early Education CRC Qualification letter. Experience with training/coaching adults. Must have the knowledge and skill to provide training to staff related to providing quality child development and education services to foster social/emotional development that meet Performance Standards requirements, and other local requirements. Computer skills are needed to operate software and databases, manage data, produce reports, and communicate on a regular and ongoing basis.
